Dear Colleagues,
I had been silent for a while, though have been in touch with IUPAC
at various stages. The draft recommendation we produced was
reviewed by some in IUPAC while others felt it should be submitted
as a full manuscript for Pure and Applied Chemistry. I have been
discussing with IUPAC Phys. Chem. Division representative
Prof. Jim McQuillon. Based on his suggestions, I have put together
a draft of a manuscript with all task group members as Authors.
This includes in Section 3 the draft recommendation. There may
be some minor changes as many had sent comments. I thought
I would circulate it within this core group first and get your
comments before circulating with the whole task group of 14 experts.
I request you to all to read through the draft carefully and let me know
if Section 3 is agreeable to all of you. I am planning to have this
section published as our recommendation in several forums so that
it reaches all scientists.  Also, I am planning to have the short
definition entered in the Gold book of IUPAC replacing the existing
definition. I have added some 100+ references from the collection
I had. Do let me know if you think any other important references
have to be added. Hydrogen bonding appears to be an ocean with
papers published in Journals cutting across disciplines.
Should we add any more in Section 2 which provides the background
for the draft recommendation? Should we add any more information
in the Introduction?  I will try to revise this draft based on inputs from
all of you and then let the 14 member task group go through it before
sending it to IUPAC.
